Although one can masturbate at a very early age in life ; REGULAR masturbation by a male can start as early as 10 years of age .... However; it is more likely that he will start around the age of 12 -13 .... some late bloomers will even start at 15-16 ......
The thing is that there is not really any set rule ... or age .
Boys and girls can start masturbating at birth (there is evidence that some start even sooner!), as soon as they find out that it feels good. If they don't start sooner, they almost always start when puberty sets in, around 11-13 for girls, 12-14 for boys.
Ever since they are born. It feels good even when they're in the mom's stomach.

its different for everyone. usually around puberty. i would say the starting age is 11-14 i started when i was in my late 12's. but by the age of 15 all able bodied boys have masturbated at least once .... (i read that last one somewhere.. sorry i forget where though)
