It all depends if your a man or a woman. It's not to clear so if your a man, facial hair is normal and a lot of men shave every day. If your a woman then a visit to a dermatologist can advise you and find out the cause. maybe its a hormone in balance. they can permanently stop hair growth by electricity, but not sure what the procedure is.
Majority of men shave at least once a day. Do what I do...wear a beard. Of course, it still has to be trimmed and maintained.
