Unless he is paralyzed from the waist down he can get an erection and have sex but chances are the lady will have to do all the necessary steps. I often feel bad for guys who are in wheelchairs. I imagine most of them will never experience sex, basically due to women who wont even think of a relationship with them. How very, very sad.
