i didnt get underarm hair till i was like 17 which was ages after all the other boys, but i got my pubes about 14. Just shave what little hairs you have off, and tell everyone you shave it. Shaving hair will make it grow faster anyway.
And its such a lame thing to say but you really just have to wait. If it doesnt come in by 18 ask a doctor.

For a start there are some very silly replies on here.
If girls do not like a man with pubic hair then they try something else. There is a problem with some girls that they simply do not like me and having some, if only a few pubes are the sign that you are a man.
Some men only have a few hairs, it is because they are not very hairy. It probably means that you are quite a smooth guy, which will have benefits when you are older, for example you probably will not go bald early.
If you are with someone nice, she will be happy with you. If you are with one of these silly girls who expects a man not to have a mans body (i.e. no hair at all) forget her, she is not heterosexual, so will be bad anyway.

It doesn't sound right, and if your pubes are not developing, that may indicate some type of testosterone insensitivity, which might indicate a problem elsewhere.
Meanwhile, as I gather shaving is the in thing to do right now, you can do that. BUt the doc would need to see what you are growing, so maybe hold off until after that.
