as long as it moves easily its normal, some people have a bigger foreskin than others, hence why on some guys it seems to retract past the glans but for others it doesnt.
sounds like your not fully erect, mine looks like a babys arm holding an orange when im sausaging the missus
Mine retracts when I'm hard and will stay there, but slides back and forth over the head easily.
have you undergone circumcision? if not, this is what usually happens... or maybe you're not fully circumcised?
