There are many possible causes.
You could have pubic lice (crabs) or scabies.
You could have jock itch.
You could have a simple rash.
It would be best to have a doctor or nurse look at it. I once had an itch in the area and bought jock itch medicine. It made it worse, and when I went to the doctor he told my I had a simple rash, and that the treatment for jock itch makes a rash worse, and the treatment for rash makes jock itch worse. So you need to know what you're treating first.

After you get your problem cleared up, you can minimize chance of a recurrence by using talcum powder or cornstarch on your pubes to keep dry. Put it on after every shower and add another dusting any time you get damp in the area. You can also trim your pubic hair short if you like - less hair means less surface area for the wee beasties to grow on.

It is possible that you have GENITAL HERPES

is usually painful and may itch, burn or tingle, during the outbreak.

SYMPTOMS:
* swollen lymph glands
* painful inflamed blisters develop around infected area
* headache
* muscle ache
* fever
* vaginal or penis discharge
* infection of the urethra causing a burning sensation during urination
* a burning sensation in the genitals
* lower back pain
* small red bumps may appear in the genital area following earlier symptoms, later developing into painful blisters, which crust over, form a scab, and heal.

IF YOU HAVE ANY OF THESE SEE YOUR DOCTOR IMMEDIATELY.
