patience is a virtue. puberty proceeds at it's own pace for each teen and yours needs some more time to work all it's magic. By 18 to 21, it will be pretty well over.

Most girls slow down or stop growing at around 13-15, boys can grow all the way up to 22.

If you are only 13 you have lot's of time to spurt and grow away! You'll no doubt keep growing through your 17th birthday, for a good indication, talk to your male relatives and see when their growth peaked. Also have a chat with the family doctor and see what she has to say on the subject. In the meantime, eat really well, sleep really well play really well and live really well, 'cause all will be well!
Your still young, very short kids are sometimes given human growth hormone but you will probably grow to a normal size. Eat lots of healthy stuff, meats and vegetables while avoiding junk foods.
