Well, like you said you talked with your mother............Everyone seems to be missing that part of the question?????
I would first see if there is a reason why he won't take a shower, it might be lazieness.........or he doesn't want to get wet........some people are afraid of water............he might even be allergic to the soap that he last used...........who knows, if no one has asked????
I would see if I could get him to shower or even get your mom to help bath him.........maybe he would leave her give him a sponge bath or something like that????
Then I would get him to the doctor or ER to get him examined.......one never knows it might be falling off without being cleaned for so long..........

Your mom's husband? That would be your dad isn't he? Unless he's not your biological father. Anyway is he suffering from any medical condition or psychiatric illness? How old is he? If his private parts are green & black then it's more likely infected with Pseudomonas. You need to take him to a doctor to have him checked. Appropriate antibiotics should be given.
