Well Billy, the answer if you have a micro-penis. You can still have an active sex life, but you will have to make so compromises. Now, if you are not fully developed in other ways, e.g. lack of hair, high pitched voice, then maybe you need to see a doctor about hormone therapy. Your level of testosterone maybe be too low and thus your has not developed at a normal rate, which might have lead to you having a smaller penis.
