no purpose, rather it's there because of the anatomical arrangement of the cricoid, hyoid, and thyroid cartilaginous rings. women do not have quite the same pronounced configuration thus their cricoid doesnt stick out like most men. the voice is determined by the thickness, tone, and vibratory qualities of the "vocal cords", which all people have.
