There is no "average" for a 13 year old. An adult penis averages 5 1/2 to 6 1/2 inches. A 13 year old may or may not have started puberty yet, so his penis could be anywhere from 2 inches to 5 1/2 inches, but typically probably around 3 1/2 to 5 inches.
You shouldn't be asking. From what it sounds like you are too young now and will find out when the time is right. Everyone is different anyway.
As an adult I would be breaking the law advising you about penises at all. You should be asking your mother not strangers on here.

Key word there is boy, it doesn't matter yet. Once his/your body is finished developing it will be a different size than when you/he was 13. Whether small or large, the woman will enjoy it and no one will make fun of you/him either, unless they are immature then they need a punch in the face.

13 is the age you become a teen ... you develop real quick it's very different from person to person or boy to boy.

For example one boy who's 13 might still be small as he's no bloomed yet, he might when he's 14 or even 15 but someone else might of already.
Why do you need to know? Are you trying to see if your bf's penis is average? Since you asked, I'll answer. It's just about 3.5 inches when erect (haha, that's tiny XD).
At 13 mine was 6 inches long and at 18 is 8 1/2 inches long and thick

uh well when i was thirteen i was about 5 and from what i hear thats average for someone who has gone through puberty, but i went through it when i was around 9 or 10
