If the emotional problems take away the libido then no. They simply don't make you want to have sex. If the desire is there and there are no underlying physical problems then it will most likely do the job.
It should, but I'm not sure if a doctor would want to give it for this reason.
The only action the drug has is dilating the blood vessels (making them larger to allow more blood flow) so I don't see why it wouldn't work. It would help get it erect, but might not make them want to do it, which is why a doctor might not give it for this...
