this sounds like your frenulum. The frenulum is the little bridge of skin that connected your foreskin to the head of your penis. (You also have one under your tongue- that thin strip that anchors your tongue to the bottom of your mouth) It is completely normal. Some people have thier frenulum removed during the circumcision, but others do not. I've heard it can be quite sexually stimulating if it remains. ;) -Neb
