It doesn't grow back thicker or faster, it just seems that way because the hair is sharper (it hasn't been blunted by friction). Underarm hair usually starts to grow back in about 2 days or so.
nope it won't grow back faster than your normal rate of hair growth. though it may look funny if anyone sees you shirtless to have only one shaved so I'd advise shaving them both and then letting them grow back evenly to avoid locker room teasing.
