Do you mean the glans is overly sensitive to touch and actually hurts when you do touch it? If that's the case it just means you have not been touching it enough. You probably only just started pulling back your foreskin and your glans has never been used to being touched before. You need to start to gently touch it with the shower spray or a lubricated finger. The more you touch it the less painful it will be and slowly the feeling will become pleasurable instead.

If this sensitivity is not what you are experiencing then it could be an infection and you may need a doctor as others have suggested. NOCIRC can suggest a foreskin-friendly doctor if you need one, as some doctors want to circumcise for the smallest foreskin problem.

Don't get circumcised except as a last resort.
