You have visible testicles in your scrotum. 99% of all boys "drop" their testicles when they are born or soon after birth. If you had undescended testicles, you would know it and your doctor would have prescribed treatment way prior to you reaching puberty.
Some guys apparently use this term to describe when a guy is sexually mature enough to ejaculate. Has nothing whatsoever to do with "dropped" testicles. That is some wild-*** myth. You are sexually mature enough to ejaculate when you have the urge to masterbate, and you do, and you successfully ejaculate semen. No real sign as to when that happens, usually right after you notice your penis has started getting big, and gets erect all the time, and also when you start growing hair around your groin and your underarms.
