there is no penetrative sex act occuring, and as long as you both at only touching yourself, and not each other, then it should be fine.
as long as the person u are masturbating with as old as you, or close to your age, and it is not considered carnal knowledge with a junior.

Half the people here are telling you it is legal while the other half say it isn't. Listen to to half that say it isn't! While you may find it exciting and all that, if caught the person over the age of 18 will be charged with a sex crime! Think, if it is illegal for some one to even have and or look at a nude picture of an under age person, why would it be legal for them to be with (sexually speaking) an under age person IN person, even if there is no touching?! A sex act is a sex act, and yes that includes masturbation, even though masturbation is in it's self is not technically sex.
