I think it's a medical problem that should be checked into.. In summer your more active physically , so blood moves more thru the body, in winter most are less active, but it definately shouldn't be that way.

Mine seems bigger in the winter, but I think that's just because I dress him up in a little winter coat and hat.
My boobs seem bigger in the winter, probably because of the protruding nipples
You should move to a warmer climate year-round then you would not have these fluctuations.
