If you are talking about spots or pustules you may have an STD. You should go to a physician and get it checked out immediately.
If you have never had sex and only masturbate it could simply be from friction. If that is the case, try a form of lubrication. But first let the spots heal. Good luck.

OK most guys your age will develop this, it is nothing to worry about OK. It is caused simply because of the moisture contained within the foreskin which im guessing you are not circumcised. It will pose no health issue it is not an STI or STD it is simply something that will disappear upon your completion of puberty. (by what you mean by spotty do you mean small white coloured spots?)
