To answer your first question. When a guy comes, he'll need a little break before he can go again. It's like all your sexual energy explodes, then it's like rolling down a hill. Then depending on his age and libido, he can perform again anywhere from 5 minutes to like 30 minutes later. It's perfectly normal for this to happen. The penis also gets very sensitive to the point where it's uncomfortable after ejaculating, so that also contributes to not being able to perform immediately afterwards.

To answer your second one. Semen is generally a white substance surrounded by a clear substance. After ejaculating, after the semen sits there for a minute or so, it gets clearer and clearer. So after you're done, when you take off the condom, it's normal for it to be clear.

Men need breaks in between ejaculation. 10 minutes should be fine. And the clear semen is because he isnt mature enough and needs more time to develope before sex. He isn't ready, give it a year or two.

Clear is good, white is not that's a different subject though! That is still *** though and he is exhausted after he does it. A lot of energy was sucked out of him so to speak. All is fine.

He did come. And he can't go because the urethra closes off so the *** goes out and not back up to the bladder. Everything relaxes again after a little while. Completely normal.
