for a lot of people: 20-21. there's not really a "normal" size. the average is 6" . it will probably still grow a little.
usually the whole body growth stops at 20 (a year less or more).the penis size differs from person to person,and there isn't a standard normal size to compare with but 6-7 inches is ENOUGH
Everybody's different, but there's a good chance that it is as long now as it ever will be. But 7" is big, so you're in good shape. It may get fatter as you get older and fill out more. Actually, I think I've lost a little length over the last 10 years (I'm in my 40s), but it has gotten thicker, which my wife appreciates.
I've read that men tend to "peak" sexually at 19. But as for penis size, it will very. Mine was as long in 8th grade as it is now, so a lot depends on when you start puberty. I started early. I think most penises are done growing in length by 15 or 16. I wonder what others have to say about this.

well you are lucky to hav a 7'' penis .. most ppl hav 5~6"

That sounds about right. Anything above 9 inches just wont fit in any girl so thats about persect. width is what matters most....
Mine stopped growing at 19. Its 4.75 inches in length and 5 inches in girth.
You already have plenty of length. 6 is average so yours is large. How is the girth?
