Do people even know what a wet dream is? A wet dream is a sperm dump, where the testicles become too full and the new sperm has no place to be stored, so the body vacates the testicles via ejaculation in order to make room for the new. If any guy, of any age, hasn't had sexual activity in along while, he's going to have a wet dream, and it takes about a week or so for the testicles to fill to the point where a wet dream is required, so chances are if he's only had one in a few months or even a year, he's been masturbating or doing something else, or he'd have had a wet dream more often. The reason people assume wet dreams are a puberty thing only is because a boy doesn't know how to masturbate before then and the wet dreams happen because of ignorance. It's during puberty that the guy learns that he can masturbate, and so he'll pretty much masturbate for the remainder of his life, and so a wet dream is not nearly as common as he's constantly getting rid of sperm in his testicles.
