Shaving it will not cause it to grow back any faster. That's a myth. What it may do is cause new growth to become a little more noticeable due to the sheared ends being blunted.
Heredity plays the biggest role in determining how fast your hair is going to grow. Take a look at your dad and also at your mother's brothers and you can get an ideal of what you'll be dealing with.
