yes it happens a lot. mostly older men who use Viagra. They do not cut it off they had meds that helps most men but there are a few that we slide a needle into the main vein and it drains the blood out and once it gets soft the veins will go back to normal but this hurts really bad and you would not care that there are many nurses and doctors looking and holding your penis. Once the pain is gone some get really embarrassed but what can I say We see it at least five to ten times a month.
Oh yes, it's called priapism.
And if it goes on too long gangrene can set in. Which can only be cured...by cutting it off.
