It varies - we are all different, but I seem to remember that mine continued to gain some size until I was about 18. You should stop worrying because the size is not really important, as long as you have enough to be effective. The average is from 4.5 - 6.5 inches when erect and most honest men will admit to between 5.5 and 6 inches. You should take no notice of the teenage dreamers who come on here claiming 7 inch penises - such a size is only in their imagination

All affects of puberty can still happen late into the 20s, although usually the penis will be about full size at 18.
But, like you say, everyone's different. You'll be normal. Don't worry so much.
It depends on when you entered puberty and on your genetics. I didn't enter puberty until 13, but I was done by 16. I had a friend though that gained 2 inches and an inch or so across after 16 -- it really does vary.
