There is also a lot of variance among different kinds of underwear!. For example, the same size briefs and boxers will provide different amounts of room for the penis!. Maybe it's cos penises don't vary in size as much as boobs do!. And cos it is important for the bra to be a perfect fit whereas not with undies cos they're performing completely different tasks!.
