2) The sharp hairs grow back and poke the sensitive skin while they're doing it!.

The hair ends tend to split, and when you shave, you cut off the softer split ends leaving sharp barbs that can itch!. You also push some of the cut hairs slightly under the skin surface, and it itches when they poke back through!.
A little Gold Bond medicated powder or baby powder should help!. If they're growing back and itch, also try washing them with shampoo conditioner in the shower; it will help soften them up!.
