I've two circumcised friends with very big ones and 1 uncircumcised one with a very big one!.
However -- among those with big, but not huge penises, I know a lot more that are not circumcised than are circumcised!. I think people with foreskins overall have more of a tendency to be large -- BUT I think that it is not universal (obviously)!.

Of course the presence or lack of foreskin won't change the size of the penis, The corpora cavernosa and corpus spongiosum determine the size!. A foreskin would add just a bit of "girth" to the tip as there is extra skin there!.
