Well any boy can be castrated at any age, men can be castrated as well!.
The part is most likely thrown into the bio hazard trash at the medical facility!.
If you mean circumcised then yes as well!. It depends on where this is done!. Some third world countries with limited medical resources will perform a circumcision where the skin is cut and sewn back on underneath to allow regular movement and decrease the chance of infection!. My friend work during medical school in one of these countries and they were sent out to the smaller villages to do this such thing and the kids were up to 13 or 14 years old!.Www@Answer-Health@Com

I believe that you mean circumcised (I hope that's what you mean)!. If so, then yes -- although why they would want to escapes me, I'm circumcised, and I so wish my parents hadn't forced that on me, I would rather now (as an adult) be whole!.

Being Castrated means to have your Testicles CUT OFF!.
Being Circumsized is to have the foreskin of the penis removed!. , Yes a child over 5 can be circumsized, if there is some pending medical problem, or a doctor seems it is needed!.
