The dark ring is your circumcision scar, or where your foreskin was cut off!. It's normal in all guys that get circumcised!. Some guys barely have a scar whereas others have really large and visibly dark rings!.

This is absolutely normal, Ben!. I couldn't find the name of the 'ring' but all that ring is simply extra skin!. When you get horny and extended that ring goes away a bit, right!? That's just how the penis is my friend!.Www@Answer-Health@Com
