This is most likely normal!. I am guessing you are a teenager!? If this is the case it is from natural causes of puberty!. During this stage, your body is trying to mass produce sperm and testosterone (the leading male sex hormone)!. You body is mass producing it, because it wants you to go have sex!. I don't recommend it!.!.!.lol!. Also, it is producing a massive amount testosterone to make you more of a man during puberty!. It should be normal!.
To solve this, simply put a cold rag on your testicles area!. It will make your testicles go to sleep and nuzzle up near your body!. It will temporarily stop the production of sperm and testosterone!. Also, taking a cool, not cold, bath will do the same!.
