Yes it will!. You aren't in puberty yet, though you are getting there!. In the next few months to 4 years it will start growing, and while there will be a couple major growth spurts -- it will grow until your late teens!. You will be fine and of course you will be able to have sex!.

You will be able to have sex, of course! I assume that your penis will grow just like the rest of you will!.
