Technically, what was cut off during a circumcision can never be restored (i!.e!. the nerve endings and special tissue)!. But you can, with foreskin restoration, create a "pseudo-foreskin" that acts and feels like a normal foreskin!.

But all the non-surgical foreskin restoration techniques take months to years, so you'll need a lot of patience and determination!. By that same token, I've never read or heard about a guy who was dissatisfied after restoring and got circumcised again; so it must be worth it to those who try!.

You can stretch the skin on the penis to create a pseudo-foreskin!. This takes a lot of effort - about 18 months for most men!.

It does not restore the nerves that you lost from the foreskin, but by protecting the head of the penis, it does increase the sensitivity in that area!.

Anything is possible, and I know a guy who was trying it out!.
