There is alot of loose skin around your crotch to allow your body to control the temperature of your testes; when you are too hot, this skin loosens, and vice versa!. Your tool isnt webbed, its just extra skin that you probably dont need!. But, its worth keeping anyway because most of that slack is taken up when you get an erection!. You probably have what is called a skin bridge!. A lot of guys have them, so don't worry!. Look it up on google or something if you wanna know more abou them!. They are most common in circumcised men!. Don't worry this is a very common thing to have!.
