i would have to agree and say visit the doctors straight away to ge a diagnosis from a professional
it is most probably a sist (a collection fluid in or under skin/follicles (where hair grows from) or a BENIGN (non cancerous) growth that needs loking at to make sure and perhaps surgery to remove it (but don't losing you penis as better safe than sorry and if caught early this sort of growth can be effectively emoved with no bad effects)
don't worry 999/1000 its nothing to worry about
