In the early stages we are all the same:then we all developed breasts already!.
But then chromosomes kick in to decide whether you will be male or female!.
That is why males have breasts!.

Because in the womb while we are developing, we start out as asexual!. Female is actual the "default" gender, and female mammals have nipples!. Then the cells split to form either a female or male!. We start with similar bodies and genetic makeup before gender is established!.
Also, some men find nipple stimulation very arousing!. Perfectly natural and normal!. They are the same organs as female nipples, just can't lactate!.Www@Answer-Health@Com

In an early embryo both sexes are similar!. Both sexes have similar parts, but some are more developed in the female, (breasts), and some more developed in the male, (penis)!. All humans have nipples!. That's part of development that all human embryos go through during development in the womb!.
