The skin of the scrotum contains an elastic layer of muscle that can expand and contract the total surface area of the scrotum!. Optimum sperm production requires a constant temperature lower than actual body heat provides (one of the reasons why they hang in a bag outside, not inside like ovaries)!. When your skin gets cold, the brain commands the scrotum to contract in order to pull the testicles closer to the body and so keep them at a constant temperature!.
