I think everyone is different!. But if you're talking about being as drunk as I'm thinking of, then you're probably too loaded to even get it up (whiskey dick, for example)
On the other hand lower doses of alcohol for some can lower inhibitions and decrease levels of anxiety!. No inhibitions and no anxiety can mean better sex - for some!.

I'm not sure if does or not but my guess would be that it raises it!. It shouldn't be much of an issue anyway, just use a condom and you don't need to worry about it!. I would recommend not drinking before sex for the simple reason that alcohol decreases your overall sex drive and pleasure!.
