Interesting question!. Generally true "dwarfs" have penises larger in proportion than you would expect from their body size!. Some would even be called "big" in proportion!.
"Midgets" on the other hand, are usually much less well endowed and when adult often not a lot bigger than a "normal" ten year old boy!. Both groups however can be sexually mature and are usually capable of fathering children if they can find a suitable partner!.
