Do you mean dairy cream!? Or do you mean a cream, like a lotion!? You can put either one of them on your penis, although I fail to see what dairy cream would accomlish!.
A lotion won't hurt, and if you're circumcised, it's a good idea, as the skin dries where it was supposed to be covered by foreskin, and at least you can retain some of the sensitivity that you have left!.Www@Answer-Health@Com

It really depends what type of cream you mean, but it should be fine unless somewhere on the bottle it reads that you should specifically use it on only one part of your body, or if it says that you should not use it on your genitals or other sensitive areas!.Www@Answer-Health@Com
