It could be that you don't produce enough testosterone which means that you will need to go to the doctor to have either injections or a cream to use!! If you need to know anything else email me! At 23 your penis should be fully developed!. Thus, if you are interested in the variation of testicle sizes out there, you could always look at pictures online!.
