The testicles decend while the fetus is still in it's mother womb!. Are you testicles completely inside or just quite close of your body!? Because they do move closer when you are clold!. But if they are completely inside, then I would see your doctor about that!.
As for your pubic hair, what you are describing sounds perfectly normal!. You should have all your pubic hair at about sixteen!.
