No!.!.!. It means no sexual activity with anyone, and setting a boundary line, or point of interaction which isn't crossed while dating or being with a boy or girl!.
Masturbation is healthy to the body in develping of sexual organs and keeping an emotional level with way less tension in school and daily activities!.
For boys in particular, it gives them a break from the nagging drives and inner pressure!. It cuts down on the emotional roller coaster of puberty and helps better sense of well being!.
Masturbation helps to make abstinence possible!.

You must realize that it's not healthy for the human body to go without regular release of sexual fluids after puberty!. If you don't then you will develop certain medical problems that can even lead to sterility!. So while being abstinate means no intercourse, it doesn't mean no masturbation and anyone who says it does is a hypocrite because very few people can go without doing it!.
