I had my vasectomy when I was 21, and had no children!. My buddy had one when he was 24, and he has no children!. A number of the members of our child-free group had them done under 21!.
I recently called a urology clinic for another friend!. They said you only had to be 18!.
Some doctors, or clinic may refuse young men because they have their own morals, or they fear liability!. But it is not illegal or anything, like a lot of people seem to think!.
