No its not true, unfortunately there is a condition called Ambiguous Genitalia: and this results in either a male or female infant having some or both sexual organs!. Its very sad as most people are judged by there sex by whats on the "outside" But some are female with enlarged clitoris and fused vulva that form a penis, sometimes its a non functioning penis though!. And some appear to be female babies, but have no uterus and/ or blind ended vagina's!. Very sad but true!
