At least for me, it does neither!. It is something entirely different than having sex with a partner!.

Usually do not decrease, unless it is a obsessive masturbation!. What i mean by this is when a person wears out his/hers ability to get excited and have sex!. Then it can interfere with the desire to have sex!. If it is part of the foreplay then answer is no and more it actually helps to build a closer relationship with the partner!. If masturbation takes place in order to relive the sexual tension then again answer is no it does not decrease the desire!. (only for short time called refractory period: it is when your receptors require re-charge, simply saying)
Another way how masturbation can cause problems with the desire is when a person masturbates for a long period of time and have unusual fantasies and so gets used to them and aroused by them, when he meets a girl and wants to have sex with her she does not turns him own!. Neither!. We both have sex regularly and masturbate regularly!. They are different feelings to a certain degree!.
