At 12 - 13 yo the average is 2 to 4 inches and at 14 - 16 yo the average is 4 1/2 to 6 hard!. Rarely is a kid longer than 6 inches!.
So many kids exaggerate and say they are 6, 8, more, but they are usually lying!.
In my work I've seen all kinds and at all ages!. This is a big concern for young kids but by 17 - 18 they are all caught up to full size!.

3 inches when it is soft isn't too bad!. Also, you're 13 so it will definitely grow!. If it is 3 inches when it is hard, I am sorry to say yes, it is a bit small!. But again you're still growing!.
