you should never force your foreskin back to the point it hurts!. it maybe that you have not fully dissolved the adhesions between your foreskin and your penis head!. try giving it time and by about 15yo you should be able to pull your foreskin back fully without it hurting!.

it could also be what is called phimosis!. if it is this is what i did!. i had the same prob before and this is what i did!. i put 2 index fingers under my foreskin and pulled it apart until it started to hurt but was not painful!. hold it there then release it!. i kept doing this over and over whenever i could!. in the shower, on the toilet, in my room etc!. i did this when i was soft, and obviously you also want to make sure you wash your penis with soap and water everyday!. overtime it loosened and i can now pull my foreskin back when i'm erect!.

try it out and hopefully it will work for you too!.

you just need to do some stretching, basically stretch the opening, if you do regularly for a while you will grow new skin and have the flexibility you need to retract the foreskin (see the links below) you can also get topical steroid cream from the doctor to help speed it up

mate I am 17 and i had the same problem you will get used to it, you penis head isn't used to it been exposed so u just got to be gentle when you pull it back, try pulling it back when masturbating it feels goodWww@Answer-Health@Com

don't worry it's probably just a bit tight!. Keep trying to pull it back every day, but don't force it!. a little bit of stretching each day should loosen it up so it can slide back and forth easily!.
