How can I get rid of stubble?!

Question: How can I get rid of stubble!?

I have an Electic Philips Philishave 302 (or something simular)!.
I've had it for a good 4-5 years now, and wondering if it's the problem!? After I've spent awhile shaving, there is still very noticeable stubble all over my chin, cheeks, and slightly down my neck!.

Is there a better shaving/type that I should use, to get that smooth, hair free finish!?
