it is in fact smegma, i had this when i was younger!. use a very thin object to get it out from under the skin, i did it with a tweezer, damn that was a bit painful but nevertheless effective!.Www@Answer-Health@Com
It sounds like dry smegma!. You should wash under your foreskin ay least twice a day otherwise it will build up and start to smell!.

Is it little white dots on the head!? Because they are pearly penile papules!.
Other than that I'm not sure!. But if it's hard it could be dried smegma!.

semgma should wipe right off, if circumcised the smegma will likely be dry but should still come off easilyWww@Answer-Health@Com
